My driver side rear tire lock up how can i fix it?

95 Plymouth neon and it locks when i go either way. when i lift up the e brake it make a popping sound and ill go in reverse but when i try to go forward it makes same popping sound and it locks. it was driving fine then out of no where it started doing it when i tried going out.
