Why can't we have a lotto like Spain with a small jackpot of �2 billion?

what would that mean in american dollars..just because we hear the billion of it ..don't make is so in american money..besides were greedy culture..we love buffet because we think we are getting more for our money.but unless you eat more than 2 plates..your paying the same..same goes for the buy on get on 1/2 off..and so on..
